Over two decades after the emergence of the concepts of innovation systems, only 6% of studies have been in the field of innovation. Innovations and technological changes are heavily influenced by the sector in which they occur. In the country's comprehensive scientific map, the Aviation sector is in group "A" of priorities of technologies. With an efficient innovation system, the aviation sector can influence on economic development and even science and technology diplomacy with other countries. The purpose of this article is to explain the factors affecting the formation of aviation sectoral innovation system. After reviewing the literature, the innovation system was reviewed and its contribution to the system of technological innovation and two structural and operational approaches were indagated. Then, the research model was identified based on the effectiveness of the functions on the structures. In the next step, the model of structural equations was extracted using questionnaire. It was distributed among experts and the results were analyzed using Smart PLS software. The results showed that the operating parameters of knowledge distribution and legitimacy are weak in Iran's general aviation, which should be addressed to overcome it.
