fa بررسی تطبیقی و ارایه مدل بلوغ فرماندهی و کنترل فرماندهی Command پژوهشي Research <span style="font-family:Arial;"><span style="font-size:14px;"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-weight:bold"><span lang="FA"><span style="font-weight:normal">هدف این مقاله توسعه یک مدل بلوغ فراگیر برای فرماندهی و کنترل است. برای این هدف، از روش تحقیق استقرایی برای طراحی مدل بلوغ استفاده شده است. بدینصورت که نخست، مطرح ترین مدل‌های مختلف بلوغ موجود در فرماندهی و کنترل از جمله مدل بلوغ مفهومی، مدل بلوغ ستادی، مدل ناتو و مدل بلوغ مراکز فرماندهی و کنترل یکپارچه (</span></span><span dir="LTR">ICCCs</span><span lang="FA"><span style="font-weight:normal">) مورد تجزیه و تحلیل قرار گرفتند. در بین مدل های مورد مطالعه، مدل ناتو گسترده تر می&shy;باشد از این رو آن را به عنوان یک پایه برای توسعه مدل خود برگزیدیم. سپس به روش گروه کانونی، مراحل و متغیرهای بلوغ مورد تحلیل قرار گفت. یافته های تحقیق نشان می دهد که برخی از ویژگی های مهم بلوغ سیستم فرماندهی و کنترل در مدل پایه نادیده گرفته شده است. بنابراین، نوآوری این تحقیق افزودن ویژگی های جدید برای دستیابی به مدل جامع تر است. نتیجه یک مدل شامل 5 سطح و 20 ویژگی است. اعتبار سنجی مدل از طریق مطالعه تطبیقی و روش گروه کانونی انجام شده است که باید با مطالعات موردی و تحقیقات پیمایشی بیشتر تقویت شود.</span></span></span></span></span></span></span><span style="font-size:12pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="font-weight:bold"><span b="" lang="FA" lotus="" style="font-family:"><span style="font-weight:normal"></span></span></span></span></span></span></span> <span style="font-size:11pt"><span style="line-height:95%"><span style="font-family:Calibri,sans-serif"><span new="" roman="" style="font-family:" times="">The purpose of this paper is to develop a comprehensive maturity model for command and control. For this purpose, the inductive research method has been used to design the maturity model. Thus, firstly, the most prominent maturity models in command and control, including the conceptual maturity model, the headquarters maturity model, the NATO model, and the maturity model of integrated command and control centers (ICCCs) were analyzed. Among the studied models, the NATO model is more comprehencive, so we chose it as a basis for developing our model. Then, the stages and variables of maturity were analyzed using the focus group method. The findings of the research show that some important characteristics of the command and control maturity&nbsp; have been neglected in the basic model. Therefore, the innovation of this research is to add new features to achieve a more comprehensive model. The result is a model containing 5 levels and 20 variables.
