fa شناسایی عوامل کلیدی سامانه فرماندهی و کنترل در شرایط عدم قطعیت محیط‌های پیچیده در مواجهه با سناریوهای پیش‌رو Identifying the key factors of the command and control system in the conditions of uncertainty in complex environments in the face of upcoming scenarios تخصصي Special پژوهشي Research امروزه به دنبال رشد چشمگیر فناوری‌ها در سطح تعاملات بین‌المللی در صحنه صلح، جنگ یا بی‌طرفی، طرفین منازعات از طیف متنوعی درگیری‌ها با شیوه‌های پیچیده بهره می‌برند. از این‌رو تهدیدات نیز نامحسوس‌تر، پیچیده‌تر و پرابهام‌تر شده‌اند که شناخت و مواجهه مؤثر با این صحنه، نیازمند آمادگی بیشتری است که صحنه‌گردانان باید با استفاده بهینه و کارآمد از سامانه‌های فرماندهی و کنترل، آمادگی مواجهه با آن را کسب نموده تا بتوانند به موقع وارد عمل منطقی شده و علیه تهدیدات واکنش مناسب داشته باشند. لازمه این آمادگی، آگاهی از عوامل کلیدی سامانه‌های فرماندهی و کنترل در مواجهه با هریک از سناریوهای محتمل است. از این‌رو، پژوهش حاضر با هدف شناسایی عوامل کلیدی موفقیت و شکست اثرگذار و اثرپذیر سامانه فرماندهی و کنترل در شرایط عدم قطعیت محیط‌های پیچیده در مواجهه با سناریوهای محتمل پیش‌رو انجام شده که از نظر نوع هدف، کاربردی- توسعه‌ای به روش توصیفی و رویکرد کیفی صورت گرفته است. داده‌های مورد نیاز به دو روش کتابخانه‌ای و میدانی گردآوری و تجزیه‌وتحلیل گردید. نتایج این پژوهش از شناسایی 15 عامل‌ کلیدی محیطی حکایت دارد که جهت تبیین میزان ارتباط کمّی این عوامل با هریک از سناریوهای چهارگانه، با روش فن دلفی از خبرگان نظرسنجی شده و رتبه‌بندی صورت گرفت. Be rational and react appropriately to threats. The requirement of this preparation is to know the key factors of the command and control systems in facing each of the possible scenarios. Therefore, the present research was conducted with the aim of identifying the key factors of effective and effective success and failure of the command and control system in the conditions of uncertainty of complex environments in the face of possible upcoming scenarios, which in terms of the type of goal, applied-developmental with a descriptive method and a qualitative approach. has taken. The required data were collected and analyzed by library and field methods.
