fa طراحی مدل بلوغ حکمرانی داده برای سازمان‌ نظامی governance maturity model for a military organization فناوری اطلاعات Information Technology پژوهشي Research انواع و ویژگی‌های جنگ‌های جدید و وسعت جغرافیای میدان‌های آفندی و پدافندی، اهمیت جریان اطلاعات در فرآیندها و نظامات سازمان‌های نظامی را بسیار مشهود نموده است. میزان و پیچیدگی داده‌های سازمان‌های نظامی در حال افزایش بوده و داده‌ها به طور فزاینده‌ای در سراسر مرزهای سازمان و جغرافیای ماموریت به اشتراک گذاشته می‌شوند و موفقیت سازمان نظامی بستگی بسیار بالایی به توانایی حفظ دیدگاه منسجم از داده‌ها و استفاده اثربخش از آنها دارد. درحال حاضر سازمان‌های نظامی در عرصه داده، با چالش‌های مختلفی از جمله اشراف اطلاعاتی و فرماندهی و کنترل هوشمند، افزونگی داده، تعاملات داده‌ای و یکپارچگی داده‌ها و همچنین امنیت داده‌ها مواجه هستند. این پژوهش با روش کیفی از نوع نطریه داده بنیاد با رویکرد اشتراوس و کوربین انجام شده است جامعه آماری این پژوهش از خبرگان آشنا با موضوع تشکیل شده که با 20 نفر از آن‌ها با استفاده از روش نمونه‌گیری قضاوتی و گلوله‌برفی مصاحبه عمیق، صورت گرفت. تحلیل داده‌ها به کمک نرم افزار مکس‌کیودا انجام شده است. با بهره‌گیری از روش گروه تمرکزی و کسب نظر متخصصین، مدل طراحی شده مورد ارزیابی و تایید قرار گرفته است. تعداد 362 کد باز شناسایی شده در قالب 98 مفهوم و 22 مقوله اصلی قرار گرفته‌اند که در 6 محور موضوعی به عناوین شرایط علی شامل افزونگی داده، تهدیدات و آسیب‌پذیری‌های امنیتی، تنوع و حجم داده‌ها، جنگ شبکه محور و سایبری و شرایط زمینه‌ای شامل فشار فناوری‌ها و قابلیت‌ها، داده‌های پایه و مرجع، کلان داده‌ها است. شرایط مداخله‌گر در برگیرنده مقوله‌های متخصصین علوم داده و مطالبات ماموریتی است. مقوله‌های دکترین مقیاس‌پذیر داده، مهارت و سواد داده، هوش مصنوعی، معماری یکپارچه، چرخه امن داده، فرهنگ داده جزء شرایط راهبردی هستند. پیامدهای اجرای مدل بلوغ حکمرانی داده با ارتقای توان سازمان نظامی در مقوله‌های فرماندهی و کنترل هوشمند، اشراف اطلاعاتی، چابکی و تحرک‌پذیری، کیفیت داده‌ها، امنیت داده‌ها، یکپارچگی و سرعت و اعتماد به داده‌ها مشخص می‌شود. پدیده محوری نیز بلوغ حکمرانی داده است. مدل طراحی شده دارای چهار سطح بلوغ «محدود و بی‌نظم، واکنشی و گسسته، فعال و مدیریت شده، بهینه و حکمرانی شده» بوده و ویژگی‌های کلی هر سطح بلوغ نیز احصاء شده است. رویکرد داده‌بنیاد پژوهش و طراحی مدل در سازمان نظامی جنبه منحصر به فرد بودن دارد و می‌تواند تسهیل‌گر پیاده‌سازی حکمرانی داده در سازمان‌های نظامی کشور باشد.   <div class="WordSection1" dir="RTL" style="text-align: left;">The types and characteristics of new wars and the geographical extent of offensive and defensive fields have shown the importance of information flowAbstract The types and characteristics of new wars and the geographical extent of offensive and defensive fields have shown the importance of information flow in the processes and systems of military organizations. The amount and complexity of data in military organizations is increasing, and data is increasingly shared across organizational boundaries and mission geographies, and the success of a military organization is highly dependent on the ability to maintain a coherent view of data and use it effectively. Currently, military organizations in the field of data are facing various challenges, including intelligence elites and intelligent command and control, data redundancy, data interactions, and data integrity, as well as data security. This research has been conducted with the qualitative method of foundation data theory with Strauss and Corbin approach. The statistical population of this research is made up of experts familiar with the subject, and 20 of them were interviewed using judgmental and snowball sampling methods. Data analysis was done with MaxQuda software. By using the focus group method and obtaining the opinion of experts, the designed model has been evaluated and approved. The number of 362 identified open codes are placed in the form of 98 concepts and 22 main categories, which are in 6 thematic axes under the titles of causal conditions, including data redundancy, security threats and vulnerabilities, data diversity and volume, network-based and cyber warfare, and background conditions including technological pressure. And capabilities are the basic and reference data of big data. Intervening conditions include the categories of data science experts and mission demands. The categories of scalable data doctrine, data skills and literacy, artificial intelligence, integrated architecture, secure data cycle, data culture are part of strategic conditions. The consequences of the implementation of the data governance maturity model are determined by improving the power of the military organization in the categories of intelligent command and control, intelligence aristocracy, agility and mobility, data quality, data security, integrity and speed, and trust in data. The central phenomenon is the maturity of governance. The designed model has four levels of maturity "limited and disordered, reactive and discrete, active and managed, optimized and governed" and the general characteristics of each level of maturity have also been calculated.
