Today, operations research has become one of the most appropriate decision-making and management tools in various fields of engineering, finance, economics, society, etc. In fact, research in operations helps managers to identify the current situation and provide the necessary solutions to improve and improve by introducing models of real systems. The present article is a practical guide in the field of effective and efficient evaluation of financial systems, especially banks, for policy makers and planners to deal with sanctions imposed on the Islamic Republic of Iran. Based on a survey of experts and available resources, the most important indicator Evaluates financial and banking systems in the light of sanctions and ranks them using the AHP technique. Unfortunately, due to the lack of accurate knowledge of evaluation indicators and their ranking criteria, there are many shortcomings in the evaluation of financial and banking systems in the shadow of sanctions. The studies also show that so far no proper research has been done in this area and only the analysis of the effects of sanctions and the solutions offered by managers and officials of the country has been sufficient. In this article, first using relevant documents and then by surveying experts on the evaluation indicators of financial and banking systems in the light of sanctions, their initial ranking criteria and sub-criteria are identified and then a hierarchical structure is designed for them. Finally, the evaluation indicators of financial and banking systems in the shadow of sanctions are ranked and valued according to the set criteria.
