Presenting a proposed framework for continuous monitoring of the cumulative rate of electrical radiation intensity of transmission infrastructure and radio access in the development of the national information network.

In this article, the topic of continuous monitoring of the intensity of electromagnetic radiation simultaneously with the development of radio communication infrastructures in the national information network is investigated. Among the most important components of the National Information Network are the access and radio transmission sections. Achieving the requirements that are mentioned as quantitative goals in the documents of the National Information Network is inevitable to use the new cellular communication network such as the fifth generation of communication networks.  New networks will actually increase the intensity of radio radiation due to the denser number of stations. On the other hand, according to the cycle of non-biological defense, the first link of non-biological defense is the constant monitoring of risks and threats. In the direction of Hayman, an electric meter was designed, simulated and built to measure the intensity of electromagnetic radiation and compare it with the permitted levels based on international and national standards.  Simultaneously with the development plans of the national information network and taking into account the charter of citizens' rights in the benefit of citizens from radiation health, the creation of a nationwide integrated network of electric meters for the continuous monitoring of radiation intensity in the country was considered as a need.  The correct location and arrangement of the place of installation of electric meters requires the determination of effective indicators and criteria.  At the end of the article, three categories of indicators from the technical, environmental and social point of view have been identified and suggested for choosing the place of installation of gauges
